Commitment to Human-Centric Engagement

CAPES Charter

CAPES has always distanced itself from those who choose not to comply with legislation and regulation, and in addition to legal compliance, CAPES promotes professional and ethical operations. Following South Africa’s participation at the 2014 ILO conference in Geneva, at which such issues as forced labour was discussed, it was agreed that South African private employment agencies, under the auspices of CAPES, would develop and adopt a charter outlining their commitment to compliant, ethical, and professional services.
The charter is aligned to ILO conventions and initiatives to combat undeclared work, forced labour, and to promote quality jobs, forming part of the industry’s drive towards protection and empowerment of workers, especially the most vulnerable, and the achievement of a well-functioning and competitive labour market.

CAPES Code of Conduct

CAPES is committed to the professionalisation of the staffing industry in South Africa. All members are required to operate in strict adherence with legislation and regulation. Furthermore, members are expected to ensure the highest levels of professional conduct, ethics, and best practice.

The CAPES Code of Conduct provides the foundational framework for all Private Employment Agencies (PEA) and Temporary Employment Services (TES) operating within the confederation. Members are expected to adhere to these principles and to offer clients, candidates, and assignees the highest levels of professionalism.

Each of the four Associations – APSO, AHASA, CEA and ITA – under the Confederation, have their own Codes of Ethics which govern the way their members are expected to operate. All CAPES memmbers are required to be belong to at least one of the four associations, and clients, candidates, and assignees have the right to recourse, via the Association complaints processes, if they feel a member agency has breached the Code.
