CAPES aligns its operations with global best practice, and in this regard, fully supports the ratification of International Labour Organisation (ILO) c181 – Private Employment Agencies Convention, 1998 (No. 181) in South Africa. The convention sets out the standards by which private employment services should operate and be effectively regulated.
In support of ILO regulation R188 – Private Employment Agencies Recommendation, 1997 (No. 188) – CAPES believes in collaboration and cooperation, and fulfilling this recommendation has an MOU with the Public Employment Services (PES).
Current engagements include piloting of a Scarce Skills Model to enable private employment agencies to support employment of locals.
CAPES meets monthly with colleagues from PES and during these bilateral engagements seeks to find ways in which to drive higher levels of professionalism in the industry, to protect workseekers, and to identify opportunities to promote access to employment. CAPES and PES have embarked on several joint initiatives in the past including the capacitation of Employment Services Practitioners (ESP), PR campaigns, and piloting projects like the Skills Model.
